Entre sus funciones se destacan las de Planificar, elaborar y coordinar en todo el territorio nacional políticas de prevención de las enfermedades cardiovasculares; Establecer centros de referencia para la derivación y atención de casos de alta complejidad; Fomentar la formación y la actualización del conocimiento de los profesionales de la salud en todos los niveles de atención; Crear el Registro Nacional de Enfermedades Cardiovasculares, a fin de recolectar datos, elaborar estadísticas y estrategias de vigilancia en la materia, solicitando la colaboración del sector público y privado que se dedique a la investigación de las enfermedades cardiovasculares; entre otras.
El Instituto Nacional estará a cargo de un director designado por el Poder Ejecutivo nacional a propuesta del Ministerio de Salud y contará con un comité de expertos, el cual estará conformado por representantes de distintas universidades, entidades científicas, organismos no gubernamentales e instituciones, programas ministeriales y actores vinculados con la problemática cardiovascular que la autoridad de aplicación considere necesario.

Ley:
ARTÍCULO 1° — Créase en el ámbito del Ministerio de Salud de la Nación el Instituto Nacional de Prevención, Diagnóstico, Tratamiento e Investigación de Enfermedades Cardiovasculares.
ARTÍCULO 2° — Serán funciones del Instituto Nacional de Diagnóstico, Tratamiento e Investigación de Enfermedades Cardiovasculares:
a) Planificar, elaborar y coordinar en todo el territorio nacional políticas de prevención de las enfermedades cardiovasculares;
b) Elaborar políticas multisectoriales en coordinación con otras áreas del Estado para la reducción de los factores de riesgo en la población;
c) Elaborar contenidos para la promoción de conductas saludables en escuelas y universidades dirigidos a educadores, padres y alumnos;
d) Elaborar guías, consensos y protocolos para el diagnóstico y tratamiento de las enfermedades cardiovasculares;
e) Coordinar con las autoridades jurisdiccionales estrategias de regionalización de los recursos sanitarios y de derivación entre los distintos niveles de atención;
f) Establecer centros de referencia para la derivación y atención de casos de alta complejidad;
g) Fomentar y coordinar la investigación de las enfermedades cardiovasculares con todos aquellos que demuestren una capacidad especial para la investigación programática;
h) Promover la investigación en el área a través de programas de becas y estímulos;
i) Fomentar la formación y la actualización del conocimiento de los profesionales de la salud en todos los niveles de atención;
j) Crear el Registro Nacional de Enfermedades Cardiovasculares, a fin de recolectar datos, elaborar estadísticas y estrategias de vigilancia en la materia, solicitando la colaboración del sector público y privado que se dedique a la investigación de las enfermedades cardiovasculares;
k) Emitir recomendaciones para la adecuación de la atención de las enfermedades cardiovasculares en los distintos niveles de acuerdo a estándares nacionales;
l) Llevar a cabo toda otra actividad dispuesta por la autoridad de aplicación en el campo de la prevención, diagnóstico, tratamiento e investigación de enfermedades cardiovasculares;
m) Promover la suscripción de convenios a nivel nacional o internacional con entidades gubernamentales o privadas, para el intercambio de investigación, becarios, residentes e información aplicados a la investigación, docencia y asistencia a los pacientes.
ARTÍCULO 3° — El Instituto Nacional coordinará sus acciones con aquellos programas existentes que al momento del dictado de la presente ley estén relacionados con sus lineamientos, actividades y funciones. La autoridad de aplicación establecerá los mecanismos de articulación con dichos programas.
ARTÍCULO 4° — El Instituto estará autorizado a fin de cumplimentar las acciones normadas en el artículo 2° a desarrollar acuerdos y convenios con organismos públicos nacionales, provinciales y municipales, organizaciones privadas, como así también con entidades extranjeras u organismos internacionales.
ARTÍCULO 5° — Director. El Instituto Nacional estará a cargo de un director con asiento en su sede. El mismo será designado por el Poder Ejecutivo nacional a propuesta del Ministerio de Salud. A fin de cubrir el mencionado cargo se deberá acreditar trayectoria académica y profesional en el manejo de las patologías de competencia del Instituto.
ARTÍCULO 6° — Funciones del Director. Serán deberes y atribuciones del director del Instituto:
a) Ejercer la representación del Instituto en el marco de su competencia sustantiva;
b) Dirigir y promover estudios e investigaciones especializados y disponer la difusión de sus resultados;
c) Formular, propiciar y promover todo tipo de relaciones institucionales y en su caso, firmar convenios de colaboración con las instituciones y organizaciones que se requieran para el logro de sus objetivos;
d) Presidir el Comité de expertos.
ARTÍCULO 7° — Comité de expertos. El Instituto Nacional contará con un comité de expertos, el cual estará conformado por representantes de distintas universidades, entidades científicas, organismos no gubernamentales e instituciones, programas ministeriales y actores vinculados con la problemática cardiovascular que la autoridad de aplicación considere necesario.
ARTÍCULO 8° — Funciones. Serán funciones del comité de expertos:
a) Asesorar y emitir opinión en materia científica y técnica;
b) Establecer prioridades en las temáticas a investigar;
c) Recomendar políticas a llevar adelante por el Instituto.
ARTÍCULO 9° — La autoridad de aplicación deberá constituir una Comisión Nacional en el ámbito del Consejo Federal de Salud integrado por representantes de las provincias a fin de contribuir en la planificación, seguimiento y evaluación de las acciones del Instituto a nivel nacional y de las distintas jurisdicciones.
ARTÍCULO 10. — Será autoridad de aplicación de la presente ley el Ministerio de Salud de la Nación.
ARTÍCULO 11. — Sede. El Poder Ejecutivo designará el espacio físico en que funcionará el Instituto.
ARTÍCULO 12. — Los gastos que demande el cumplimiento de la presente se tomarán de los créditos que anualmente establezca el presupuesto general de la Nación para el Ministerio de Salud, el que para cada ejercicio calculará en forma diferenciada la partida correspondiente.
ARTÍCULO 13. — Comuníquese al Poder Ejecutivo nacional.
