Artículo 1° — Créase el Programa denominado “SUBENEFICIO”, a través del cual los consumidores podrán obtener beneficios en la adquisición de bienes y servicios con la presentación de la Tarjeta “S.U.B.E.”. Dicho Programa regirá en todo el territorio de la REPÚBLICA ARGENTINA, con los alcances establecidos en la presente medida y las normas que a tal efecto dicte la Autoridad de Aplicación. Art. 2° — Desígnase como Autoridad de Aplicación del programa antes citado a la SECRETARÍA DE COMERCIO del MINISTERIO DE ECONOMÍA Y FINANZAS PÚBLICAS, facultándola para el dictado de las normas reglamentarias y complementarias que resulten necesarias para la implementación, ejecución y control del Programa “SUBENEFICIO”. Art. 3° — Establécese que la Autoridad de Aplicación deberá implementar todos los acuerdos, acciones y medidas tendientes a la rápida y eficiente implementación del Programa previsto en el Artículo 1° de la presente resolución. A tal fin, los organismos que actúan en la órbita de los MINISTERIOS DE ECONOMÍA Y FINANZAS PÚBLICAS y DEL INTERIOR Y TRANSPORTE deberán prestar la máxima colaboración a la Autoridad de Aplicación en el marco de sus respectivas competencias. Art. 4° — El Programa previsto en el Artículo 1° de esta medida tendrá vigencia hasta el 31 de diciembre de 2015, inclusive, pudiendo ser prorrogado mediante resolución similar a la presente. Art. 5° — La presente resolución entrará en vigencia a partir de su publicación en el Boletín Oficial. Art. 6° — El gasto que demande la puesta en funcionamiento de la presente medida será atendido con cargo a las partidas específicas de la Jurisdicción 50 – MINISTERIO DE ECONOMIA Y FINANZAS PUBLICAS.
