Por Resolución 16/2015 (B.O. 5/3/2015) se introdujeron modificaciones en la reglamentación del Programa de Fomento al Consumo y a la Producción de Bienes y Servicios, denominado “AHORA 12”, creado mediante la Resolución Conjunta 671 del Ministerio de Economía y Finanzas Públicas, y 267 del Ministerio de Industria, del 12 de septiembre de 2014.
Mediante las referidas normas, se había fijado la vigencia del Programa desde su reglamentación hasta el día 1 de marzo de 2015, estableciéndose que dicho plazo podría ser prorrogado por la Autoridad de Aplicación. Ahora bien, tal como se explicita en los considerandos de la Resolución 16/2015, «…la experiencia recogida desde la entrada en vigencia de dicha medida permite concluir que resulta conveniente introducir determinadas modificaciones al citado Reglamento, a fin de prorrogar la duración del Programa, cuyos resultados han sido muy exitosos, como así también, incorporar nuevos rubros de bienes y servicios, con el fin de extender su alcance y garantizar un cumplimiento mayor de sus objetivos.» Por tal motivo:
«EL SECRETARIO DE POLÍTICA ECONÓMICA Y PLANIFICACIÓN DEL DESARROLLO
RESUELVE:
Artículo 1° — Prorrógase hasta el día 15 de diciembre de 2015, la vigencia del Programa de Fomento al Consumo y a la Producción de Bienes y Servicios, denominado “AHORA 12” creado por la Resolución Conjunta N° 671 del MINISTERIO DE ECONOMÍA Y FINANZAS PÚBLICAS y N° 267 del MINISTERIO DE INDUSTRIA de fecha 11 de septiembre de 2014.
Art. 2° — Sustitúyese el Punto 3.1 del Anexo I a la Resolución N° 82 de fecha 12 de septiembre de 2014, de la SECRETARÍA DE POLÍTICA ECONÓMICA Y PLANIFICACIÓN DEL DESARROLLO del MINISTERIO DE ECONOMÍA Y FINANZAS PÚBLICAS y su modificatoria, el cual quedará redactado de la siguiente manera: “3.1. El ‘Programa’ tendrá vigencia hasta el día 15 de diciembre de 2015, siendo su plazo prorrogable. Durante su vigencia, los usuarios podrán realizar adquisiciones de bienes y contrataciones de servicios en los términos y condiciones previstas en la Resolución Conjunta N° 671/14 del MINISTERIO DE ECONOMÍA Y FINANZAS PÚBLICAS y N° 267/14 del MINISTERIO DE INDUSTRIA, y la presente reglamentación.”
Art. 3° — Sustitúyese el Punto 3.3 del Anexo I a la Resolución N° 82/14 de la SECRETARÍA DE POLÍTICA ECONÓMICA Y PLANIFICACIÓN DEL DESARROLLO y su modificatoria, el cual quedará redactado de la siguiente manera: “3.3. Las facilidades de financiamiento que se establezcan en el marco del ‘Programa’ serán otorgadas únicamente para las compras de los bienes y servicios enumerados en el Punto 5.1 del presente y que tengan lugar entre los días determinados, para cada caso, en el citado Punto.”
Art. 4° — Sustitúyese el Punto 5.1 del Anexo I a la Resolución N° 82/14 de la SECRETARÍA DE POLÍTICA ECONÓMICA Y PLANIFICACIÓN DEL DESARROLLO y su modificatoria, el cual quedará redactado de la siguiente manera: “5.1. Podrán ser adquiridos mediante el financiamiento previsto los bienes de producción nacional y servicios prestados en el territorio de la REPÚBLICA ARGENTINA comprendidos en las categorías que, a continuación, se detallan: (i) Línea blanca. Comprende únicamente los siguientes productos: lavarropas y secarropas, cocinas, hornos y anafes, calefactores y estufas, termotanques y calefones, heladeras, congeladores, freezers, para las compras que tengan lugar entre los días sábados y domingos. (ii) Indumentaria. Comprende únicamente los siguientes productos: Prendas de vestir para hombres, mujeres y niños (incluye ropa de trabajo, deportiva, de uso diario y todo tipo de accesorios de vestir), para las adquisiciones que tengan lugar entre los días jueves y domingos, ambos inclusive. (iii) Calzado y marroquinería. Comprende únicamente los siguientes productos: Calzado deportivo y no deportivo, carteras, maletas, bolsos de mano y artículos de marroquinería de cuero y otros materiales, para las adquisiciones que tengan lugar entre los días jueves y domingos, ambos inclusive. (iv) Materiales para la construcción. Comprende los siguientes productos: arena, cemento, cal, yeso, ladrillos, hierro, chapa, aberturas, maderas, cerámicos, sanitarios, caños y tuberías, grifería, membranas, tejas, pintura, artefactos de iluminación, vidrios, herrajes, pisos de madera, entre otros, para las adquisiciones que tengan lugar entre los días jueves y domingos, ambos inclusive. (v) Muebles. Comprende todos los muebles para el hogar, para las adquisiciones que tengan lugar entre los días jueves y domingos, ambos inclusive. (vi) Bicicletas. Comprende todo tipo de bicicletas, sus partes y piezas, para las compras que tengan lugar entre los días jueves y domingos, ambos inclusive. (vii) Motos. Comprende a todas aquellas cuyo precio final no sea superior a PESOS VEINTITRÉS MIL ($ 23.000), para las adquisiciones que tengan lugar entre los días jueves y domingos, ambos inclusive. (viii) Turismo. Comprende únicamente los siguientes servicios adquiridos en forma directa: pasajes de ómnibus de larga distancia con destino dentro del territorio nacional y hoteles y otros hospedajes dentro del territorio nacional de hasta TRES (3) estrellas de categoría, para las adquisiciones que tengan lugar entre los días jueves y domingos, ambos inclusive. (ix) Colchones. Comprende colchones y sommiers, para las adquisiciones que tengan lugar entre los días jueves y domingos, ambos inclusive. (x) Libros. Comprende textos escolares y libros de impresión nacional, para las adquisiciones que tengan lugar entre los días jueves y domingos, ambos inclusive. (xi) Anteojos. Comprende anteojos recetados, adquiridos en ópticas, cuyo precio final no sea superior a PESOS DOS MIL QUINIENTOS ($ 2.500), para las adquisiciones que tengan lugar entre los días jueves y domingos, ambos inclusive. (xii) Artículos de Librería. Comprende artículos escolares de librería (cuadernos, papelería, lápices, lapiceras, mochilas, cartucheras, etiquetas, entre otros), para las adquisiciones que tengan lugar entre los días jueves y domingos, ambos inclusive. En esta categoría, el Programa tendrá vigencia hasta el día 3 de mayo de 2015, inclusive.
Art. 5° — La presente resolución entrará en vigencia a partir de su dictado.
