Señala que las astreintes son medios técnicos de coacción económica de carácter provisional y restrictivo reconocidos por nuestra legislación para posibilitar el cumplimiento de las condenas judiciales, imponiendo al deudor moroso una sanción pecuniaria tendiente a hacer cesar su resistencia. Asimismo, agrega que la demora que supone el trámite burocrático en el seno de la organización administrativa de la demandada no es imputable ni debe pesar sobre el vencedor del pleito, quien posee una acreencia judicialmente reconocida que debe ser satisfecha sin dilaciones, máxime en atención a su carácter alimentario.
