Por medio del Decreto 712, publicado en el Boletín oficial del 30/05/2016, se creó el “PROGRAMA ARGENTINA 2030: PENSANDO NUESTRO FUTURO”, el que tendrá como objetivo delinear una visión de la Argentina a largo plazo que contribuya a orientar la estrategia y articular la programación de las políticas públicas.

Creación.
Bs. As., 27/05/2016
VISTO los Decretos N° 357 del 21 de febrero de 2002, N° 13 del 10 de diciembre de 2015 y N° 151 del 17 de diciembre de 2015, y
CONSIDERANDO:
Que mediante el Decreto N° 357 del 21 de febrero de 2002, se aprobó el organigrama de aplicación de la ADMINISTRACIÓN PÚBLICA NACIONAL centralizada hasta el nivel de Subsecretaría, entre los cuales se encuentran los referidos a la JEFATURA DE GABINETE DE MINISTROS, para cumplir con las responsabilidades que le son propias, estableciendo, asimismo, sus competencias.
Que por el Decreto N° 13 del 10 de diciembre de 2015 se modificó la Ley de Ministerios (texto ordenado por Decreto N° 438/92) y sus modificatorios.
Que asimismo, por el Decreto N° 151 del 17 de diciembre de 2015 se aprobó la conformación organizativa de la JEFATURA DE GABINETE DE MINISTROS.
Que nuestro país y el mundo en el que se integra están en permanente movimiento. Los cambios en los patrones productivos, tecnológicos y demográficos que influyen en la composición de los mercados, la distribución del ingreso y las demandas sociales plantean constantemente nuevos retos.
Que, anticipar tendencias y retos es esencial para guiar y sostener el desarrollo, lo que torna imprescindible delinear una visión de país a largo plazo.
Que en ese marco, resulta necesario la creación del “PROGRAMA ARGENTINA 2030: PENSANDO NUESTRO FUTURO” en el ámbito de la JEFATURA DE GABINETE DE MINISTROS, con el propósito de generar un espacio de debate que permita la calidad, pluralidad y enfoques multidisciplinarios, a partir de la participación de destacados referentes, que representen diversidad de intereses y orientaciones, con el propósito de elaborar una visión de la REPÚBLICA ARGENTINA a largo plazo que contribuya a orientar y articular la programación de políticas públicas con ese alcance.
Que la SECRETARÍA DE EMPLEO del MINISTERIO DE MODERNIZACIÓN y la SECRETARÍA DE HACIENDA del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS han tomado intervención en el ámbito de sus competencias.
Que ha tomado intervención la SECRETARÍA LEGAL Y TÉCNICA de la PRESIDENCIA DE LA NACIÓN.
Que la presente medida se dicta en ejercicio de las facultades conferidas por el artículo 99, incisos 1 y 7 de la CONSTITUCIÓN NACIONAL, y a lo dispuesto por los artículos 6° y 10 de la Ley N° 27.198.

EL PRESIDENTE
DE LA NACION ARGENTINA
DECRETA:
Artículo 1° — Créase en el ámbito de la SECRETARÍA DE COORDINACIÓN INTERMINISTERIAL de la JEFATURA DE GABINETE DE MINISTROS, el “PROGRAMA ARGENTINA 2030: PENSANDO NUESTRO FUTURO”, el que tendrá como objetivo delinear una visión de la Argentina a largo plazo que contribuya a orientar la estrategia y articular la programación de las políticas públicas.
Art. 2° — El “PROGRAMA ARGENTINA 2030: PENSANDO NUESTRO FUTURO” será coordinado por UN (1) DIRECTOR COORDINADOR, quien será asistido en su tarea por DOS (2) SECRETARIOS EJECUTIVOS, con reconocida experiencia en políticas públicas e investigación.
Art. 3° — Establecese que el cargo de DIRECTOR COORDINADOR del “PROGRAMA ARGENTINA 2030: PENSANDO NUESTRO FUTURO”, previsto en el artículo 2°, tendrá carácter Extraescalafonario, con rango y jerarquía de Subsecretario, y cuyas funciones se detallan en la Planilla Anexa al presente artículo, que forma parte integrante de la presente medida.
Art. 4° — Establecese que los cargos de SECRETARIOS EJECUTIVOS del “PROGRAMA ARGENTINA 2030: PENSANDO NUESTRO FUTURO”, previstos en el artículo 2°, tendrán carácter Extraescalafonario, con rango de Director Nacional y con una remuneración equivalente al Nivel A, Grado 0, Función Ejecutiva Nivel I del Convenio Colectivo de Trabajo Sectorial del Personal del Sistema Nacional de Empleo Público (SINEP), homologado por el Decreto N° 2098/08 y modificatorios, y asistirán al DIRECTOR COORDINADOR del citado Programa en las materias que le encomiende.
Art. 5° — La JEFATURA DE GABINETE DE MINISTROS, a través de la SECRETARÍA DE COORDINACIÓN INTERMINISTERIAL brindará el apoyo técnico y administrativo necesario para el funcionamiento del Programa.
Art. 6° — Modifícase la distribución del Presupuesto General de la Administración Nacional – Recursos Humanos, en la parte correspondiente a la Jurisdicción 25 – JEFATURA DE GABINETE DE MINISTROS para el Ejercicio 2016, de acuerdo con el detalle obrante en la Planilla Anexa al presente artículo, la que forma parte integrante de la presente medida.
Art. 7° — El gasto que demande el cumplimiento de la presente medida será atendido con las partidas específicas del presupuesto vigente para el corriente ejercicio de la Jurisdicción 25 – JEFATURA DE GABINETE DE MINISTROS.
Art. 8° — Comuníquese, publíquese, dese a la DIRECCIÓN NACIONAL DEL REGISTRO OFICIAL y archívese. — MACRI. — Marcos Peña.
