En virtud de tales reformas se modifican los artículos 4°, 5°, 6° y 35 del mencionado Convenio, incluyendo el incremento del capital autorizado del Banco Centroamericano de Integración Económica (BCIE) de dólares estadounidenses dos mil millones (U$S 2.000.000.000), lo que lleva a un nuevo capital autorizado correspondiente a la suma de dólares estadounidenses cinco mil millones (U$S 5.000.000.000)
ARTÍCULO 2° — Apruébase la suscripción de ocho mil seiscientas cuarenta (8.640) Acciones Serie B, equivalentes a dólares estadounidenses ochenta y seis millones cuatrocientos mil (U$S 86.400.000), que corresponden a la República Argentina en el incremento de capital aprobado.
ARTÍCULO 3° — La citada suscripción se divide en un setenta y cinco por ciento (75%) de capital exigible que equivale a la suma de dólares estadounidenses sesenta y cuatro millones ochocientos mil (U$S 64.800.000) y en un veinticinco por ciento (25%) de capital pagadero que equivale a la suma de dólares estadounidenses veintiún millones seiscientos mil (U$S 21.600.000). Dicha porción de capital pagadero será cancelada de la siguiente forma: A) Con Certificados Serie E, la suma de dólares estadounidenses catorce millones ochocientos diecinueve mil doscientos treinta y seis con trece centavos (U$S 14.819.236,13); y B) En efectivo, la suma de dólares estadounidenses seis millones setecientos ochenta mil setecientos sesenta y tres con ochenta y siete centavos (U$S 6.780.763,87), que deberá ser abonada por la República Argentina mediante cuatro (4) cuotas anuales, iguales y consecutivas, cada una por un monto de dólares estadounidenses un millón seiscientos noventa y cinco mil ciento noventa con noventa y siete centavos (U$S 1.695.190,97). La primera de dichas cuotas deberá ser cancelada a más tardar dentro de un (1) año contado a partir del día 13 de noviembre de 2012.
ARTÍCULO 4° — Autorízase al Banco Central de la República Argentina en su carácter de depositario y agente del país ante las instituciones financieras internacionales, a efectuar en nombre y por cuenta de la República Argentina los aportes y suscripciones establecidos por la presente ley.
ARTÍCULO 5° — A fin de hacer frente a los compromisos emergentes en la presente ley, el Banco Central de la República Argentina deberá contar con los correspondientes fondos de contrapartida que deberán ser proporcionados por la Secretaría de Hacienda del Ministerio de Economía y Finanzas Públicas, previa inclusión de dicha erogación en la Ley de Presupuesto General de la Administración Nacional en los ejercicios pertinentes.
ARTÍCULO 6° — Comuníquese al Poder Ejecutivo nacional.
