Ciudad de Buenos Aires, 05/10/2016
VISTO el EX-2016-01926077-APN-DMEYN#MH del Registro del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS, el Artículo 147 de la Ley N° 11.683, texto ordenado 1998 y sus modificaciones y la Resolución N° 209-E de fecha 4 de octubre de 2016 de la SECRETARÍA DE HACIENDA del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS, y
CONSIDERANDO:
Que por el Artículo 147 de la Ley N° 11.683, texto ordenado en 1998 y sus modificaciones se dispuso que los Vocales del TRIBUNAL FISCAL DE LA NACIÓN, organismo descentralizado en el ámbito de la SUBSECRETARÍA DE INGRESOS PÚBLICOS de la SECRETARÍA DE HACIENDA del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS, sean designados por el PODER EJECUTIVO NACIONAL, previo concurso de antecedentes que acrediten competencia en cuestiones impositivas o aduaneras, según el caso.
Que por la Resolución N° 209-E de fecha 4 de octubre de 2016 de la SECRETARÍA DE HACIENDA del MINISTERIO DE HACIENCIA Y FINANZAS PÚBLICAS se aprobó el Reglamento para la provisión de cargos de Vocales del TRIBUNAL FISCAL DE LA NACIÓN, con competencia impositiva o aduanera, de conformidad con lo previsto en el referido Artículo 147 de la Ley 11.683, texto ordenado 1998 y sus modificaciones, que luce como Anexo (IF-2016-01735019-APN-SSIP#MH) de la citada resolución.
Que mediante el Artículo 9° y siguientes de dicho Reglamento se determinó la conformación del Comité de Selección del concurso, sus atribuciones y funcionamiento.
Que asimismo el referido Reglamento contiene la Grilla de Calificación por medio de la cual serán considerados, mediante la asignación de los puntajes allí establecidos, los antecedentes Profesionales y Académicos que acrediten el desempeño de funciones públicas o labores profesionales vinculadas con la materia de la vacante a cubrir, como asimismo los contenidos o aspectos a ponderar en la etapa de entrevista personal ante el Comité de Selección del concurso.
Que por la Nota N° 44 de fecha 27 de septiembre de 2016 de la SUBSECRETARÍA DE INGRESOS PÚBLICOS de la SECRETARÍA DE HACIENDA del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS, se informa de la existencia de CUATRO (4) cargos vacantes de Vocal con competencia impositiva con título de Abogado; TRES (3) cargos vacantes de Vocal con competencia impositiva con título de Contador Público Nacional y TRES (3) cargos vacantes de Vocal con competencia aduanera con título de Abogado, solicitando la cobertura de las mismas a los efectos de la correcta conformación del Tribunal y sus Salas.
Que en atención a lo expuesto precedentemente corresponde disponer el llamado a concurso destinado a cubrir los cargos de Vocales con competencia impositiva y aduanera vacantes en el TRIBUNAL FISCAL DE LA NACIÓN en el marco del Reglamento aprobado por la citada Resolución N° 209-E/2016 de esta SECRETARÍA DE HACIENDA.
Que la Dirección General de Asuntos Jurídicos del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS ha tomado la intervención de su competencia.
Que la presente medida se dicta en virtud de lo dispuesto por el Decreto N° 442 del 7 de marzo de 2016 y por la Resolución N° 209-E/16 de la SECRETARÍA DE HACIENDA del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS.

ARTÍCULO 2° — Dispónese la convocatoria para el llamado a Concurso de Antecedentes para la cobertura de TRES (3) cargos de Vocal con título de grado de Contador Público Nacional con competencia en materia impositiva del TRIBUNAL FISCAL DE LA NACIÓN, organismo descentralizado en el ámbito de la SUBSECRETARÍA DE INGRESOS PÚBLICOS de la SECRETARÍA DE HACIENDA del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS, de acuerdo con lo previsto en la Ley N° 11.683, texto ordenado en 1998 y sus modificaciones.
ARTÍCULO 3° — Dispónese la convocatoria para el llamado a Concurso de Antecedentes para la cobertura de TRES (3) cargos de Vocal con título de grado de Abogado con competencia en materia aduanera del TRIBUNAL FISCAL DE LA NACIÓN, organismo descentralizado en el ámbito de la SUBSECRETARÍA DE INGRESOS PÚBLICOS de la SECRETARÍA DE HACIENDA del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS, de acuerdo con lo previsto en la Ley N° 11.683, texto ordenado en 1998 y sus modificaciones.
ARTÍCULO 4° — Determínase que de acuerdo a lo dispuesto en el Artículo 4°, inciso a), apartado (i) del Reglamento para la provisión de cargos de Vocales del TRIBUNAL FISCAL DE LA NACION, Anexo (IF-2016-01735019-APN-SSIP#MH) de la Resolución N° 209-E de fecha 4 de octubre de 2016 de la SECRETARÍA DE HACIENDA del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS la pre-inscripción electrónica comenzará el día 7 de noviembre de 2016 y se extenderá por el término de DIEZ (10) días hábiles administrativos. Dicha inscripción se realizará en el aplicativo disponible en el dominio www.mecon.gov.ar/concursos/TFN. Las disposiciones del presente artículo serán de aplicación común para los concursos convocados por los Artículos 1°, 2° y 3° de esta Resolución.
ARTÍCULO 5° — Establécese que de acuerdo a lo dispuesto en el Artículo 4°, inciso a), apartado (ii) del Reglamento para la provisión de cargos de Vocales del TRIBUNAL FISCAL DE LA NACIÓN, Anexo (IF-2016-01735019-APN-SSIP#MH) de la Resolución N° 209-E/16 de la SECRETARÍA DE HACIENDA del MINISTERIO DE HACIENDA Y FINANZAS PÚBLICAS la fecha de inicio de la inscripción en forma documental será el día 29 de noviembre de 2016 por el término de DIEZ (10) días hábiles administrativos. Las presentaciones deberán efectuarse en Hipólito Yrigoyen N° 250, Oficina 627 de lunes a viernes en el horario de 09.00 a 17.00 horas. Solamente podrán efectuar la presentación documental prevista en el presente artículo aquellos postulantes que hayan cumplimentado lo dispuesto en el Artículo 4° de la presente resolución en lo que respecta a la pre-inscripción electrónica. Las disposiciones del presente artículo serán de aplicación común para los concursos convocados por los Artículos 1°, 2° y 3° de la presente medida.
